[ARCHIVED] City of Brevard Announces New Assistant City Manager/Finance Director!

Interim City Manager Larry Faison announced that Dean Luebbe had been promoted to Assistant City Manager-Finance, for the City of Brevard effective August 16th.  ‘Dean gained my confidence quickly with a piercing understanding of the city’s projects and fiscal practices that he had successfully implemented during his own short tenure with the City’ remarked Larry Faison.  Creating the position of Assistant City Manager, Larry said, ‘…was needed, Brevard’s complexity, breadth of projects, and depth of staff warranted evolving the hierarchy in this manner, to add stability and capacity at the senior leadership level.’ 

 

Dean arrived as Brevard’s Finance Director on October 4, 2021, and has introduced the use of project budgets, more transparency in the illustration of Brevard’s Operating Budget, and has taken the lead in restructuring purchasing practices that will be the foundation of a purchasing policy that will enhance the city’s system of internal controls. 

 

Dean is a Certified Public Accountant, graduating from Western Carolina University.  His work experiences include City Of Asheville, Town of Black Mountain, and Town of China Grove.  His most recent duties included directing the functions and services of the city’s finance department, that included payroll, accounts payable, utility billing, account receivables, and fund accounting processes. As Assistant City Manager, he is the Manager, during absences of the City Manager, additionally his  portfolio includes oversight of Community Center Operations and Information Technology & Communications. 

 

‘His depth of experience and grasp of Brevard’s operations provided myself a solid platform that I landed on as an Interim City Manager and I am confident that will be the same for Brevard’s permanent manager….’, said Larry Faison.
