The board is made up of 7 members who serve 3-year terms. 4 members reside inside the city and are appointed by Brevard City Council. 3 members are citizens of the county who reside within the extraterritorial jurisdiction and are appointed by the County Board of Commissioners.

Prepares and manages comprehensive and coordinated plans for the physical development within the City and its ETJ, such as the Land Use Plan, UDO, Transportation Plan, Floodplain, etc.
Reviews and renders opinions and/or makes recommendations on land development proposals, zoning text amendments, rezoning applications, annexations, planned developments, and land use and transportation plans and policies.
